Encompassing one-fifth of the entire city of Tirana, Grimshaw's master plan forms a new backbone for Albania's capital. It extends the historic north–south axis centred on Skanderbeg Square a further 3 km north, connecting two large lakes. The east–west axis along the riverside becomes a 7 km linear park, rejuvenating the River Tirana.

The design puts people first: over 65% of space is dedicated to pedestrians and cyclists. Three landmark squares anchor the boulevard — the Justice Palace Square, a Commercial Square, and a Culture Square. This is not just a road — it is the new spine of a capital city being redesigned for the 21st century.
